Uravity, the Levitator

Creatures with float counters have flying, and
can't attack or block.
Whenever Uravity deals damage to another
creature, that creature gets a float counter.
{3}, {t}: Remove all float counters from any
number of target creatures. They deal damage
equal to their power to themselves.
