When Theavian enters you become the Monarch.
Will of the council: At the beginning of your
upkeep each player votes for Vow or Tax.
You create a 2/2 knight creature token with vigilance for each Vow vote and a treasure
token for each Tax vote.
Each time a player votes for a choice you
didn't choose Goad a creature they own.
