The Survey Squad

Begin the game with this card revealed.
Each player Surveil 2 or Scry 2 during their upkeep.
Whenever another player either does a Scry, or
a Surveil, investigate.
When another player casts a noncreature spell,
they pay 5 life or discard a card, if not
its countered.
Only creatures you control have deathtouch,
shroud, and first strike but can't attack unless
another player lost life before your turn.
