The Simplest Operation

Will of the council — When The Simplest
Operation enters the battlefield, starting with
you, each player votes for a nonland permanent
you don't control. Exile each permanent with
the most votes or tied for most votes.
You may cast spells exiled with The Simplest Operation, and you may spend mana as though it
were mana of any color to cast those spells.
The Simplest Operation can be your
commander.
