Will of the Council—Whenever a creature
you control would die, starting with you,
each player votes for death or mercy. If
death gets more votes, each other player
loses life equal to the creature's mana value.
If mercy gets more votes or is tied,
regenerate that creature. You gain life equal
to it's mana value.
