The Merchant

When The Merchant enters the battlefield, each opponent may search their library for a
permanent card and put it onto the battlefield
tapped. For each player who searches their
library this way, you may search that player's
library for a permanent card with converted
mana cost X or less, where X is the converted
mana cost of the permanent that player searched
for this way and put it onto the battlefield
tapped. Each player who's library was searched
this way shuffles it.
