The Anomaly

You may look at cards exiled with The Anomaly.
At the beginning of each player's upkeep, that
player exiles the top two cards of their library
face down.
{3}, {t}: For each player, turn a face-down
permanent card that player owns in exile face up
and put two time counters on it. Cards turned
face up this way gain suspend.
