Council's Dilemma- Starting with you, each player
votes for phase in or phase out. For each phase
in vote, they cheated because they can't phase in
when they are already phased in and they lose.
For each phase out vote, they phase out and
you take advantage of the opportunity and steal
all their cards because they don't exist.
This shows you have too much money to spend.
