Swirling insanity

At the beginning of your upkeep, you may pay {2}, if you do target opponent discards a card.
At the beginning of your end step, if any player
has 3 or less cards in hand, they lose 2 life
and discard a card.
I just feel empty.. memories drain away into nothingness, its like Im leaking..
