When a Sliver creature you control blocks or is blocked by a creature, tap that creature and it gets -2/-0 until end of turn. If that creature's power would be reduced to zero or less, it doesn't untap during it's controllers next untap phase.
Perpetually sheathed in a storm of ice and snow, few can even meet them in battle.
