Will of the council — At the beginning of
each upkeep, starting with you, each player votes for rage or ravage. If rage gets more votes, Ralkor becomes tapped and deals 6 damage to you. Draw a card. If ravage gets
more votes or the vote is tied, the active player gains control of Ralkor.
