At the beginning of your upkeep, you get {e} for each card in your
hand.
Whenever a source or ability, which cost {e},
effects Raikou, prevent the damage or effect on
Raikou and put a +1/+1 counter on it.
Flash, first strike, vigilance, absorb 2, haste,
Flanking, flanking. (Each instance of flanking
triggers separately.)
Pay {e}{e}: Raikou gains flying until end of turn. {t}, Pay {e}:
Raikou deals X damage to any target,
where X is its power plus 2.
