Whenever a player proliferates, that player
must choose an opponent with counters or a
permanent they don't control with counters
on it for each other choice they make.
Whenever you cast a creature spell, you may
put a +1/+1 counter on target creature you
control and target creature you don't control.
If you do, proliferate.
