Plague of Gnats

Create 10 1/1 black Gnat tokens with flying.
Whenever a creature dies, exile it, it becomes
a 1/1 black Gnat token with flying.
Goad all creatures you don't control.
They did this, and when Aaron stretched out his hand
with the staff and struck the dust of the ground,
gnats came on people and animals.
All the dust throughout the land of Egypt became gnats.
