Whenever Loba, Translocating Thief enters the
battlefield, each player starting with you, may spend
mana equal to target artifacts converted mana cost to
take control of it. Artifacts targeted by this ability
can only be targeted once until end of turn.

Whenever Loba, Translocating Thief leaves the
battlefield, return each artifact that is owned by
another player to that players graveyard.
