Icy Blast — Kopaka, Toa of Ice deals damage to creatures in the from of ice counters.
(If a creature would take damage, instead prevent it and add a number of ice counters equal to the damage that would be dealt)

Creatures with ice counters lose all abilities and cannot attack. If the creature is dealt damage, remove that many ice counters. If the damage was from a red source, remove twice that many ice counters instead.
