Influential Naga

When Influential Naga enters the battlefield, put
a stagnate counter on target creature you don't
control. (Creatures with stagnate counters lose first
strike and double strike and gain last strike.)
Whenever Influential Naga deals combat damage
to one or more creatures, propagate. (Choose a
counter on target creature. Give each other creature
with the same controller a counter of that kind.)
