Incinerating Witch

Scorch (This creature deals damage to creatures in the form of -1/-1 counters and to players by discarding that many cards unless that player has no cards in hand.)
If a source you control would deal noncombat damage to a player, Incinerating Witch deals that much damage to target creature that player controls.
Whenever a creature with a -1/-1 dies, Incinerating Witch deals damage to each opponent equal to the number of -1/-1 counters on that creature.
