Imperial Diplomat

When Imperial Diplomat is played, the
controlling player can target one Base or Biome
card on the opponent's field, change it to White
or Black, and add it to their supply/energy pool.
If there are three Imperial Diplomat on the
field, the controlling player can pay {4}, tap all
three Imperial Diplomat, and target one Planet
card either in their deck or on the opponent's
field and play it to the field.
