Whenever a player casts a spell during a
turn other than their own, that player
chooses another player to mill 3 cards.
Then, for each creature card milled this
way, its owner chooses another player to do
so that hasn't already.
Whenever a player casts a creature spell
from their hand, counter that spell unless
its control pays {1}.
