Whenever you cast an instant or sorcery spell put
a +1/+1 counter on Fulgur.
Whenever you cast an instant or sorcery spell if
Fulgur has X +1/+1 counters on it where X is
that spells converted mana cost you may exile
that spell as its cast.
You may cast cards exiled with Fulgur as though
they had flash.
