At the beginning of your upkeep, tap target creature an opponent controls and put a frozen counter on it. (Permanents with frozen counter on them can't untap, attack or block and have "pay {3} or {r}{r}: Remove a frozen counter from this permanent")
Whenever a frozen counter is put on a permanent, if it has three or more frozen counters on it, destroy it.
