At the beginning of your upkeep, put a Death counter on Fountain of Death.
At the beginning of each oppoonent's upkeep, each player sacrifices a number of creatures equal to the number of Death counters on Fountain of Death.
Whenever no creatures are on the battlefield, sacrifice Fountain of Death.
