Forced Camaraderie

Choose any number of opponents. They may
each return a permanent from the graveyard with
mana value three or less to the battlefield tapped.
For each opponent who does so, you may return
a permanent with value three of less to the battlefield tapped. If no players choose to, you
may return a permanent with value three of less
to the battlefield tapped.
