Target a permanent. If you control a permanent with
a number of Insight counters greater than or equal to the targeted permanent’s mana value, you may tap the targeted permanent.

Or if you control a permanent with a number of Insight counters greater than or equal to the total mana cost of that permanent and the cost of an ability it has, you may activate that ability without paying its activation cost, then tap the targeted permanent.
