Diaochan, the Graceful Tempest

{t}Starting with you and moving clockwise, any player may pay {2}. For each time a player does, that player may give target creature shroud until end of turn. When no player does, Diaochan, the Graceful Tempest deals damage to target creature or player chosen at random equal to the number of legal targets.
{2}A creature of your choice loses Shroud until end of turn. Any player may activate this ability.
