Whenever you cast you first spell each turn, exile
cards from the top of your library until you exile
a nonland card that costs more. You may cast it
with it costing less equal to the mana cost of the original spell. (For example casting a spell with a
mana cost {1}{u}{g} makes it cost {1}{u}{g} less to
cast). Put the exiled cards on the bottom of your library in a random order.
The natural state of the world is pure chaos.
