Deliberated Result

Will of the council - Starting with you, each player votes for rhyme or reason. If rhyme gets more votes, put a token that's a copy of target permanent onto the battlefield under your control. If reason gets more votes or the vote is tied, for each of up to three target players, return target permanent that player controls to its owner's hand.
