Create and Destroy

Council's dilemma - Starting with you, each player
votes for create or destroy. For each create vote,
each player searches their library for a basic land
and puts it onto the battlefield tapped, then
shuffles and loses 2 life. For each destroy vote,
each player sacrifices a creature and gains 2 life.
Storm (When you cast this spell, copy it for each spell
cast before it this turn. You may choose new targets for
the copies.)
