When Courts of Anarchy enters the battlefield,
exile target nonland permanent.
Whenever a nonland permanent is destroyed, its
owner can choose to exile it to Courts of Anarchy instead.
When Courts of Anarchy leaves the battlefield,
return the exiled cards to the battlefield under
their owner's control.
