Council of Stone

As Council of Stone enters the battlefield, each
player exiles a creature they control with the
highest power.
Each instant or sorcery card that targets a player
or permanent has Will of the Council. Each player
votes on the targets of that spell, if the vote is
tied the owner of the spell selects which of
those targets wins.
