Consulate's Law

Will of the council — As Consulate's Law enters
the battlefield, starting with you, each player
votes for an edict. If one gets more votes or is tied
for most votes, Consulate's Law gains its effects.
Edict of Order — At the beginning of each
player's upkeep, that player may tap an
untapped permanent they don't control.
Edict of Trade — At the beginning of each
player's end step, that player may untap a
tapped permanent they control.
