Condemnation

Condemnation enters the battlefield with X censure counters on it.
Each opponent can't cast spells with converted mana cost less than or equal to the number of censure counters on Condemnation.
At the beginning of your upkeep, remove a censure counter from Condemnation. Then, if it has no censure counters on it, sacrifice it.
