The player who goes last is the General Secretariat.
At the end of the General Secretariat's turn the
player before them in the turn order becomes the
General Secretariat.
The General Secretariat is empowered to punish any
infringement of the people's manifesto of the
democratic republic section 57 [see attached] as stipulated within the document.
