When Borneo, The Trader enters the battlefield,
remove all experience counters from all players,
then each player gets an experience counter.
Whenever a player cast a spell, they get an
experience counter. Whenever a player casts a
spell with a converted mana cost greater than the
amount of experience counters they have,
counter that spell.
