Bazaar of El'Shandarie

Each Player's maximum hand size is 3.
When Bazaar enters the battlefield, draw & reveal the top two cards of you library. Put one in the graveyard and then each player draws cards equal to the second cards converted mana cost. All players must be down to 3 cards by the end of your next end step.
