Whenever a creature with converted mana cost
3 or less enters the battlefield under your control,
you may attach Axeran Chains to target creature
you neither control, nor own.
Equipped creature gets -3/-1, has defender and
can't be taken control of, or returned to it's
owner's hand.

Equip only as a sorcery.)
