opponents cast from their hands may only be
cast at times when they could also cast sorceries.
Instants and sorceries have "Suspend X {0}",
where X is their mana value, and "At the
beginning of your upkeep, if this card is
suspended, you may pay any portion of its
mana cost you haven't already paid this way
and remove that many time counters from it."
