Will of the council — When Starting with you,
each player votes for war or peace. If war gets
more votes, for each creature you control, you
may have it fight a creature you don't control. If
peace gets more votes or the vote is tied,
creatures you control gain indestructible until
Angel of War and Peace leaves the battlefield.
